NATIONAL ENVIRONMENTAL ACTION PLAN FOR AFGHANISTAN (2009)

Tasked with the production of the first National Environmental Action Plan for Afghanistan, as required by the 2007 Environment Law. Consultancy involves production of NEAP with broad stakeholder consultation, as well as the production of a manual detailing steps required to develop a NEAP.

UPDATE OF ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM (2024)

Tasked with the update of a generic Environmental and Social Management System for Armenian banks under the ADB’s Trade and Supply Chain Finance Program (TSCFP). Development of a specific ESMS for Ardshinbank, including the trialling of the ESMS through case study training exercises with credit analyst staff.

ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM GAP ANALYSIS OF 9 FINANCIAL INTERMEDIARIES IN ARMENIA (2022)

Tasked with conducting an ESMS assessment for 9 Armenian Financial Institutions. The ESMS assessment sought to provide a brief description on the adequacy of the current system (policies, procedures, dedicated staff and tools, etc.) in place for managing E&S related risks and the challenges in implementing the ESMS. The Assessment reports highlighted the main gaps to be addressed and suggested recommendations for improvements, this included recommended actions via implementing policy and procedural improvements as well as potential capacity building/ training activities that could enhance the PFI’s ESMS and environmental practices.

ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM FOR ARMSWISSBANK (2022)

Tasked with the development of an Environmental and Social Management System (ESMS) for ArmSwissBank. The consultancy focused on extending an ESMS to cover trade facilitation. The consultancy also involved designing and participating in a 2-day training course, and the piloting of the ESMS in a sample of trade transactions.

DEVELOPMENT OF MODEL GREEN FINANCE GUIDANCE AND TOOLS

Tasked with the development and delivery of methodological guidance on advancing green finance guidelines and tools based on the standards applied by climate funds and other sources of green finance for partner banking institutions. Design of model guidelines and tools (including Environmental and Social Safeguards and Gender) that could be utilised by local financial institutions. Increasing awareness of local banks and non-banking financial institutions on the requirements for such policies and advice on potential avenues for advancing respective regulatory framework. The consultancy also involved designing and participating in a 2-day training course for 30 Armenian bank staff. The consultancy was a component of the Green Climate Fund-supported project titled, “Scaling up Green Finance Practices in the Republic of Armenia”.

Bahamas


DEVELOPMENT OF AN INSTITUTIONAL ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM FOR GCF ACCREDITATION (2023)

Tasked with developing an institutional Environmental and Social Management System (ESMS) for BPAF. The ESMS is consistent with GCF’s Environmental and Social Safeguards Standards and incorporates the following elements: (i) a corporate environmental policy, outlining commitments and principles; (ii) a set of environmental and social standards that are consistent with those of the GCF; (iii) a set of operational procedures that indicate how BPAF projects will assess and manage environmental and social risks; (iv) accountability and transparency measures; and, (v) monitoring and reporting procedures. This consultancy also included the conduct of a training programme to ensure that BPAF personnel have sufficient knowledge to implement the ESMS, as well as the development of a “training compendium” which could be used by BPAF, or the Bahamian National Designated Authority, when assisting other organizations to become GCF accredited.

GUIDANCE, TECHNICAL INPUTS AND REVIEW OF DRAFT SAFEGUARDS PACKAGE FOR THE GEF-FSP ‘COMMUNITY-BASED MANAGEMENT OF TANGUAR HAOR WETLAND’ PROJECT (2022)

Tasked with the preparation and submission of final versions of the following components of the safeguards package: Social and Environmental Screening Procedure (SESP), Environmental and Social Management Framework (ESMF), and Indigenous Peoples Planning framework (IPPF). The objective of the project is to promote sustainable use of wetland resources by local communities to conserve globally significant biodiversity, improve ecosystem services and secure local livelihoods in Tanguar Haor. To achieve this objective, the project aims to promote an integrated community participatory process to ensure sustainable resource use and sustainable livelihoods for communities in its proximity to increase climate resilience and reduce vulnerability of the people and the environment.

STRATEGIC ENVIRONMENTAL ASSESSMENT MANUAL FOR THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION OF THE REPUBLIC OF BELARUS (2010)

Tasked with assisting in the preparation of a SEA manual for the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus. Involvement consisted of: preparation of an annotated outline of a SEA manual; provision of guidance to a team of Belarussian consultants; commenting and editing a final SEA manual; and presentation of the SEA manual to senior decision-makers at a workshop held in Minsk.

CONSULTING ON THE 11TH FIVE YEAR PLAN OF THE ROYAL GOVERNMENT OF BHUTAN (2010)

Tasked with mainstreaming environment, climate change, and poverty alleviation issues into the upcoming 11th Five Year Plan of the Royal Government of Bhutan. The project involved conducting environmental mainstreaming workshops with 13 government agencies over a period of 6 weeks, as part of Phase II of the UNDP/UNEP Poverty and Environment Initiative programme.

REDD+ SAFEGUARDS FOR BHUTAN (2017-2019)

CAPACITY DEVELOPMENT IN ENVIRONMENT, NATURAL RESOURCES MANAGEMENT, AND CLIMATE CHANGE (2009)

Tasked with co-leading a mission to undertake joint formulation of DANIDA and UNDP/UNEP Bhutan programmes (2010 – 2013) in capacity development in environment, natural resources management, and climate change. UNDP/UNEP component of the mission dealt with programming Phase II of the Poverty and Environment Initiative environmental mainstreaming project.

ADB-CAMBODIA INTEGRATED WATER RESOURCES MANAGEMENT PROJECT (2023)

Tasked with assisting the Government of Cambodia to prepare the Initial Environmental Examinations (IEEs) and, where needed, the Environmental Management Plans (EMPs) for Category B subprojects identified during preparation of the proposed Integrated Water Resources Management Project (IWRMP) in accordance with ADB procedures.

PROGRAMMING THE THIRD PHASE OF THE CORE ENVIRONMENT PROGRAMME (2017-2018)

Tasked with the programming of the third phase of the Core Environment Programme. Responsibility for assisting with the development of strategic planning project profiles for inclusion in each country’s project pipeline. Participation in missions to Vietnam, Lao PDR, Cambodia, and Thailand. Also responsible for the drafting of a Policy Dialogue background paper on Green Growth for the Fifth GMS Environment Ministers’ Meeting in January 2018.

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT AND MANAGEGEMENT PLAN FOR THE PHNOM KULEN WASTE INCINERATOR (2021)

Tasked with assisting the country office with the drafting of an ESIA and ESMP for the Phnom Kulen waste incinerator. Phnom Kulen mountain is a national park with many values, it holds rich biodiversity, it is a well visited tourist area, and its forest and high elevation makes it very important for the whole groundwater system serving the city of Siem Reap. One of many environmental challenges for the area is the growing volume of waste, and there is no adequate waste management service in place. There are 15 villages at the Phnom Kulen mountain and as part of the Environmental Governance project a small-scale incinerator for municipal solid waste was purchased by the Ministry of Environment with the support of the UNDP.

DEVELOPMENT OF A REGULATION ON ENVIRONMENTAL PROTECTION PLANNING AND TRAINING COURSE (2015-2016)

Tasked with the design and implementation of a 3-day training course, delivered to 50 staff in Siem Reap and Sihanoukville. The consultancy also involved the development of a regulation on Environmental Protection Planning under the new Law on Environmental Protection in Vietnam.

ENVIRONMENTAL SAFEGUARDS ASSESSMENTS FOR CAMBODIA AND MYANMAR (2013-2015)

Tasked with country environmental safeguards assessment in Cambodia and Myanmar. Tasks in Cambodia include: i) Review Cambodia's environmental safeguards requirements as set out in national and sub-national legislation, regulations, rules, and procedures. (ii) Assess (e.g. through discussion with experts, field visits and interviews) Cambodia's environmental safeguard implementation practices, track record, and institutional capacity. (iii) Identify the aspects of Cambodia's environmental safeguard systems that require strengthening and, develop a capacity development Action Plan for environmental safeguards and compliance monitoring strengthening in Cambodia to be considered for implementation under CEP-BCI Phase 2.

ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK FOR THE FUND FOR REGIONAL STABILISATION AND DEVELOPMENT IN FRAGILE REGIONS WITHIN ECOWAS MEMBER STATES (2022-2023)

Tasked with the preparation of an ESMF for the FRSD, including: (1) process flow for each sub-project; (2) project screening and categorisation tools that takes into account the expected activities and the regional context; (3) guidance for impact identification (for goods, works and consultancy contracts); (4) guidance to prepare environmental and social impact assessment for sub-projects, (5) risk management and mitigation plans; (6) training concept to implementing agencies and other stakeholders. The development of this ESMF for the FRSD supports the development of the ESMPs by National Implementing, addressing key E&S issues as identified during the screening process.

INSTITUTIONAL ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM FOR GCF ACCREDITATION OF A GUYANESE DIRECT ACCESS ENTITY (2021)

Tasked with the development of an institutional ESMS for a Guyanese national entity that is applying for GCF accreditation. The ESMS is consistent with the GCF interim ESS (I.e. IFC Performance Standards) and incorporates international best practice that is consistent with the IFC-PS (i.e. WBG EHS Guidelines and GIIP). This included the establishment of procedures for screening applicant project/investment proposals on environmental and social risks, establishing the respective ESS/FI risk categories and for determining the respective risk assessment needs of the potential supported projects and investments.

ENVIRONMENTAL IMPACT ASSESSMENT EXPERTISE TO THE AUSAID-WORLD BANK PARTNERSHIP ON ENVIRONMENTAL AND SOCIALLY SUSTAINABLE INFRASTRUCTURE IN EAST ASIA AND THE PACIFIC REGION (2012-2013)

Tasked with the provision of environmental impact assessment expertise to the AusAID-World Bank Partnership on Environmental and Socially Sustainable Infrastructure in the East Asia and Pacific Region. Main responsibilities include: (1) review potential institutions, infrastructure programs, demand and learning need assessments; (2) identification of potential Regional Centers of Excellence – learning centers – on environmental and socially sustainable infrastructure; and (3) reach agreement on the modalities of support and collaboration with identified Centers of Excellence, and preparation of a Business Plan. Also responsible for producing a Concept Note on environmental governance issues facing the project.

These include the following: cumulative impact assessment; regional/transboundary environmental, social and climate impact assessment; abbreviated ESCMF/ESCIA; abbreviated Resettlement Action Plan/Framework –covers economic and physical displacement; vulnerability impact and adaptation assessment; targeted adaptation assessment; Biodiversity Action Plan; Pest Management Plan; Cultural Heritage Management Plan.

ENVIRONMENTAL AND SOCIAL SAFEGUARDS GUIDANCE NOTES (2020)

Tasked with developing Guidance Notes to help project development teams with the requirements of the safeguard standards. The Guidance Notes explain and set out both IFAD and the Government responsibilities for applying the requirements of the standard associated with each stage of a project supported by IFAD. Further, there was a need to update provisions of the requirements to ensure monitoring, supervision and reporting to avoid potential reputational and/or liability risks. The guidance notes build on existing IFAD material (How to notes etc.), increase operational efficiency, and present an outcome focused approach to protecting the environment and people as well as preserving IFAD core values.

Tasked with contributing to the End Term Evaluation of a UNHCR funded project targeting young refugees and IDPs in Dadaab camp in Kenya. Produced project specific Theory of Change, Evaluation Matrix, Key Informant questionnaires and related protocols, and Report on Gender Assessment outcomes. Was responsible for the production of both the Initial Approach paper and the Final Evaluation report.

CANCUN SAFEGUARDS FOR MONGOLIA (2017-2018)

Tasked with assisting the development of Mongolia’s country approach to safeguards. Tasked with developing 5 new regulations that implement the new Environmental Impact Assessment Law. The regulations are: (i) Regulation on Strategic Environmental Assessment (SEA), (ii) Regulation on Public Participation in EIA processes, (iii) Regulation on Making a Deposit for Environmental Restoration, (iv) Revised Regulation on EIA procedures, and (v) Revised Regulation on Formulating Environmental Management Plans. PREPARATION OF PHASE 2 OF THE UNDP-GOVERNMENT OF NETHERLANDS ‘STRENGTHENING ENVIRONMENTAL GOVERNANCE IN MONGOLIA’ PROJECT (2010)

Tasked with leading the preparation of Phase 2 of the UNDP/Government of Netherlands, “Strengthening Environmental Governance in Mongolia” project. The consultancy involved working with two national consultants to review phase 1 of the project, and to consult widely with stakeholders on the design of the second phase. The project involves components dealing with overall reform of environmental law; review of environmental institutions and administration; and support for environmental civil society. In addition, there was a specific focus on introducing Strategic Environmental Assessment, and support for the mainstreaming of climate change within Mongolian sector Ministries. The Phase 2 Project Document was designed using a RBM format. Support was also provided in the drafting of the Great Gobi Statement on Climate Change.

Tasked with the preparations of a Strategic Environmental and Social Assessment (SESA) to assess the potential environmental and social impacts of planned river projects (with particular attention to the Tina River Hydropower Project) in the Solomon Islands. The assessment includes a review of potential impacts of the proposed projects on the environment, including water quality, biodiversity, livelihoods and economic activities, and ecosystem services. The SESA identified mitigation measures to minimise the adverse impacts of the planned projects on the environment. The final report of the SESA includes a set of recommendations for the government to consider in the approval of planned projects.

INDEPENDENT EVALUATION OF THE GREEN CLIMATE FUND’S PROJECT PREPARATION FACILITY (2019)

Tasked with producing an evaluation of various aspects of the GCF´s PPF Pilot Scheme (contracted by the Independent Evaluation Unit (IEU) of GCF). This included the use of the following methods: (i)Theory of Change Framework; (ii) creation and analysis of a set of perception surveys that were sent out to current GCF accredited entities, applicant entities/direct access entities and National Designated Authorities (NDAs); (iii) key informant interviews; (iv) portfolio/data Analysis; (v) comparator review; which mapped and compared the PPF Pilot scheme with similar modalities of other organizations. MULTI-CRITERIA ANALYSIS MODEL FOR SRI LANKA (2015)

Tasked with assisting in a process to prioritize “policies, activities, and measures (PAMS)” that will help Sri Lanka to meet its commitments for forest conservation under the UN REDD Programme. The consultancy involved designing a multi-criteria analysis model that compared a full range of PAMS alternatives against a range of criteria. The MCA exercise was designed to involve stakeholders in determining PAMS options, comparison criteria, and the provision of individual values. Three visits were made to Sri Lanka in mid-2015, and the outcome was a priority ranking of PAMS that could be included in a proposed national REDD+ Strategy for the country.

ROADMAP FOR ENVIRONMENTAL AND SOCIAL SAFEGUARDS FOR VIETNAM’S NATIONAL REDD+ ACTION PROGRAMME (2012-2013)

Tasked with the development of a roadmap for Environmental and Social safeguards for Vietnam’s national REDD+ action programme. The assignment involves leading a team of consultants to develop a roadmap to guide a national safeguard response process, informed by a gap analysis, and co-ordinated through consultation with VN FOREST and its sub-technical working group on safeguards. The purpose of the roadmap is to endow Vietnam with a clear plan of step-wise actions of how safeguard compliance can be achieved through a single co-ordinated multi-stakeholder process. As such, the roadmap will inform REDD+ safeguard relevant national policy reform and subnational action planning, in addition to other major multilateral safeguard interventions, such as the FCPF SESA and activities under a proposed second phased of the UN-REDD country programme.

WORLD BANK SAFEGUARDS POLICY REVIEW FOR THE NETHERLANDS (2014-2017)

Tasked with providing advice to the Netherlands Ministry of Foreign Affairs on the first, second, and final drafts of the proposed World Bank Environmental and Social Framework (ESF). The aim of this assignment was to: analyse the proposed changes to the ESF; compare the new ESF against the World Bank’s own design objectives for the revised ESF, the criteria and principles provided by Ministry of Foreign Affairs, and the current safeguards policies of the Asian Development Bank; and, to provide insight into the debate on the changes to the ESF, giving specific attention to the positions taken by international NGOs.

Tasked with producing an evaluation of various aspects of the GCF´s PPF Pilot Scheme (contracted by the Independent Evaluation Unit (IEU) of GCF). This included the use of the following methods: (i)Theory of Change Framework; (ii) creation and analysis of a set of perception surveys that were sent out to current GCF accredited entities, applicant entities/direct access entities and National Designated Authorities (NDAs); (iii) key informant interviews; (iv) portfolio/data Analysis; (v) comparator review; which mapped and compared the PPF Pilot scheme with similar modalities of other organizations. Examining and drawing lessons from: GEF PPG (Project Preparation Grant), the WB PPF (Project Preparation Facility), and ADB PPTA (Project Preparatory Technical Assistance).

The Guidance Notes explain and set out both IFAD and the Government responsibilities for applying the requirements of the standard associated with each stage of a project supported by IFAD. Further, there was a need to update provisions of the requirements to ensure monitoring, supervision and reporting to avoid potential reputational and/or liability risks. The guidance notes build on existing IFAD material (How to notes etc.), increase operational efficiency, and present an outcome focused approach to protecting the environment and people as well as preserving IFAD core values.

ESTABLISHMENT OF SOCIAL, ENVIRONMENTAL AND CLIMATE STANDARDS, AND REDRAFTING OF THE SECAP FOR IFAD (2019)

Tasked with the initial redrafting of IFAD’s Social, Environmental and Climate Assessment Procedures: (i) the production of 9 free standing Social, Environmental and Climate Standards, with corresponding requirements, (ii) providing clarity between the assessment and the safeguard functions of the SECAP, while ensuring that they are aligned and mutually reinforcing; (iii) ensuring SECAP safeguard policies, guidance and instruments reflect current good practice on specific standards of MDBs and GCF/other climate financiers which are either inadequate or missing. This will focus specifically on labor and working conditions, discrimination and private sector while alerting IFAD to any other critical gaps which may exist; (iv) updating/refining awareness raising and/or training materials for clients, PDTs, Management and the Executive Board. This consultancy took place in the context of the ongoing process of revision of IFADs approach, procedures and guidance and documentation of its management of environment and social risks.
